On November 28, 2020, at approximately 1708 hours, officers of the Brattleboro Police Department were dispatched to a residence on Reservoir Road, in the Town of Brattleboro, for a report of trespassing. Subsequent investigation revealed that Charles Vinson had violated a previous trespass warning, when he was found on the property that day. Vinson was cited for Unlawful Trespass and will appear in Windham County Superior Court: Criminal Division on December 08, 2020 for the charge.

August Roach, 29, of Brattleboro, VT

​On 11/28/2020 information was provided to the Brattleboro  Police Department regarding a suspicious vehicle that may have been involved in a collision on Meadowbrook Road. A notice was aired to local agencies to be on the lookout for the described vehicle. At approximately 4:11pm the vehicle was observed on Marlboro Road in the Town of Brattleboro and a motor vehicle stop was conducted for defective equipment. Subsequent investigation led to the arrest of August M Roach for Driving Under the Influence. Roach was transported to the Brattleboro  Police Department where he was later cited and released to appear in Windham County Superior Court; Criminal Division on 12/15/20 to answer to the offense.

Elise Nuccio, 26, of Brattleboro, VT

On November 20, 2020 at approximately 2057 hours, Officers of the Brattleboro Police Department were dispatched to a business on Marlboro Road, for a report of theft. Subsequent investigation revealed Elise Nuccio stole over 77 dollars worth of merchandise from the store. Nuccio fled the scene and went to a business on Canal Street. Nuccio also violated her conditions of release and was trespassing when she went to the business on Canal Street that day. Nuccio was arrested and will appear in Windham County Superior Court on December 15, 2020 to answer to her charges.

Jennifer Bido, 36, of Brattleboro, VT

On 11/24/2020 at approximately 1222 hours the Brattleboro Police Department responded to Main St. for a report of vandalism. It was reported that someone threw several Christmas wreaths onto Main St. It was reported later the same individual was now throwing several Christmas wreaths over the bridge into the Whetstone brook.
 
Upon further investigation it was found that Jennifer Bido took several Christmas wreaths and threw them over the Kyler Gilbert Memorial Bridge. Bido destroyed several Christmas wreaths that needed to be replaced. Bido was issued a citation for unlawful mischief and is to appear at the Windham County Superior Court: Criminal Division on 1/12/2021 to face the charge.

Steven Hull, 52, of Brattleboro, VT

On November 22, 2020 at approximately 1644 hours officers of the Brattleboro Police Department responded to a parking lot on Marlboro Road for a report of a possible intoxicated driver. The person and vehicle were located and the owner and operator was identified as Steven C. Hull. Subsequent investigation revealed that Hull was in possession of 164 bags of fentanyl and was also in possession of cocaine. It was also discovered that Hull had been driving under the influence of drugs. Hull was placed under arrest and transported to the Brattleboro Police Department where he was fingerprinted and photographed. He was issued a citation and released, and is scheduled to appear in Windham County Superior Court: Criminal Division on December 15, 2020 to face the charges.

Runaway Juvenile

Brattleboro Police are currently attempting to locate a runaway juvenile by the name of Allyssa Norman.  Allyssa is a 16 year old female listed at approximately 5’2”, 100 pounds.  Norman is believed to be in the area and not in any known danger.  If you have any information on Allyssa’s whereabouts please contact the Brattleboro Police Department at 802-257-7950.  Attached is a photo of Allyssa.

Credit Card Fraud

Sometime between August 22, 2020 and August 31, 2020, several credit cards were stolen out of a vehicle that was parked at a residence on Western Avenue.  Between August 31, 2020 and September 2, 2020, the credit cards were used several times at multiple locations in Brattleboro and Hinsdale, NH totaling just under $2,000. 
 
During the investigation, Thomas Devens and Kevin Lynch were identified and subsequently issued citations to appear in court at a later date for fraudulent use of credit cards.

Public Information/COVID Scam

During the current Covid-19 pandemic, many families and individuals are struggling financially. Isolation and fear can increase as well, creating a feeling of worry or even desperation in some people. Such circumstances are highly conducive to unscrupulous criminals trying to take advantage of people in a variety of ways, including financial scams.

Efforts to separate people from their money can come via US mail, e-mail, or phone calls. Documents and callers are very convincing, and often attach the names and logos of legitimate businesses or government organizations in order to add to their credibility. The fact that there are some legitimate loan and grant programs available from the government can make this even more confusing.

Before anyone ever applies for money or provides personal information, they should talk to other trusted people including family, friends, and financial advisers. People should not feel embarrassed asking for help or advice in such matters. People should not provide or confirm personal information over the phone to someone that has called you.

​To complicate matters further, our current pandemic does provide some situations where a government official may call to ask and confirm information, such as a contact tracer from the Department of Health. If you get such a call, confirm the person’s name and tell them you will call back. Then get the phone number from a different source (such as the agency’s website) and call the person back. You can then provide the requested information. This is a relatively reliable way to make certain the person is who they say they are.

Operating with suspended license

Jillian Taylor 37, of Bellows Falls, VT

On 11/17/20 at approximately 0803 hours Officers of the Brattleboro Police Department located a motor vehicle on Western Ave that appeared to have been invoved in a motor vehicle crash.
 
 The vehicle has sustained moderate front-end damage with smoke coming from the engine compartment. The vehicle was unoccupied. Witnesses in the area advised the vehicle was just parked on the side of the roadway and the female operator crossed the street and went into a nearby residence.
 
A short time later, the female operator returned to her vehicle, she was identified as Jillian N. Taylor of Bellows Falls, VT. A check of Taylors motor vehicle records showed her license was criminally suspended. Taylor made arrangements to have her vehicle removed from the scene and she was taken into custody.
 
Taylor was transported to the Brattleboro Police Department where she was processed for the incident. She was released on citation to appear at the Windham Superior Court, Criminal Division on 1/12/2021.

Criminal DLS / False Information / Felon in Possession of a Firearm

Over the past several months Brattleboro Police have received numerous complaints in regards to drug activity stemming from a house on Western Ave.

On 11/16/20, Brattleboro Police were monitoring this house, when they observed a vehicle leave the residence. The vehicle acted in a highly suspicious manner, acting in a manner consistent with attempting to avoid police conduct. Due to the actions of the operator, along with prior knowledge of the situation that the officer had, reasonable suspicion that illegal activity was present, and officers conducted a motor vehicle stop to investigate.

The operator, Philip H. Patoine, a 34 year old male from Brattleboro, provided a false name to law enforcement. Investigation revealed that Patoine’s license was criminally suspended. Investigaiton also revealed that Patoine, a convicted felon, was in possession of a firearm.

Patoine was placed under arrest, and the vehicle seized in order to apply for a search warrant.

​Patoine was transported to the Brattleboro Police Department. From there he was released on a citation for Criminal DLS, False information to Law Enforcement, and Felon in Possession of a Firearm. Patoine will appear at Windham County Superior Court on 11/18/20 to answer his charges.
